How can I access a web site that uses port 8080 or 3128?

You need to have manual proxy settings set for any web site using the port 8080 or 3128. The proxy settings are 'proxy.esu10.k12.ne.us' on port 8080. This is usually set in the browser preferences under proxy configurations.

Why is ??? site being filtered or not filtered?

With certain restrictions (found in the ESU 10 Policy above) it is the sole responsibilty of the district to choose what is being filtered. Contact the LAN Manager for the district in question.
